What makes certain clothes appropriate in one place and not in another?

I answered my first YA question yesterday, about getting changed at the beach, and I read a resolved question about changing your top at work. It strikes me that it is quite acceptable (in Europe anyhow) to be seen in your underwear whilst changing on the beach, but not really acceptable to be briefly seen in you bra at work if you change your top quickly. Indeed it is probably more acceptable to be briefly naked while changing on the beach than to be briefly in your bra at work. I suppose this is just an extreme case of why certain clothes are acceptable in one situation but not in another.
