It is legal for them to perform on Kalakaua Ave. as long as they don't charge for anything..they do however accept Donations...they are not supposed to be on the beaches at all.

Well I know that when you take a walk at night along Kalakaua ave. That's the main street that runs into Waikiki and along Waikiki beach. The sidewalk is full of street performers/artists/ whatever, and I don't see them getting arrested.
