When %26quot;private%26quot; parts are shown, it is indecent exposure. Sure there is the odd guy/girl who wouldn%26#039;t mind seeing you, but ultimatly a public beach also has children and elderly people, which is just plain rude and nasty to them.
If a person wants to be seen and make an impression (which is the only reason I could see someone change out in the open like that), they should go to a nude beach instead of a place that has laws against it.|||Well If you are completely changing then yes, unless you covered yourself to where no one could see you.
