How do I install sexy beach 3 on Windows Vista?

I got the japanese game Sexy Beach 3. The instructions that came with the game didn't make the game work. It will start up and I get sound but I don't get any of the graphics. Can someone help me? I've also loaded AppLocale but that doesn't seem to change anything with the game.
